Israel and Lebanon Resume Peace Talks in Rome as Hezbollah Threatens to Derail Progress

A fresh round of negotiations between Israel and Lebanon has begun in Rome, but deep disagreements over the sequencing of any ceasefire remain a significant obstacle to reaching a deal. Lebanon is pushing for Israel to withdraw completely from its territory and halt military operations immediately, whilst Israel and the United States are conditioning progress on international oversight mechanisms, deployment of Lebanese Army forces and restrictions on weapons supplies to militant groups in the south.

The talks represent a renewed diplomatic effort to end months of cross-border hostilities that have escalated tensions in the region. However, the fundamental gap between the two sides’ positions suggests negotiations could prove lengthy and complicated. Lebanon’s insistence on an unconditional Israeli withdrawal contrasts sharply with Western demands for verification measures and security guarantees before any pullback occurs.

The involvement of the United States as a mediator underscores the international dimensions of the dispute, with Washington keen to establish robust monitoring frameworks to prevent the resumption of hostilities. Israel, meanwhile, remains concerned about Hezbollah’s military capabilities and the potential for the militant group to use any ceasefire period to rearm and regroup.

Hezbollah’s position could prove decisive in determining whether any agreement succeeds. The Iranian-backed organisation has previously shown willingness to disrupt peace processes and could potentially sabotage negotiations by resuming attacks, thereby hardening Israeli positions and undermining Lebanese negotiators seeking compromise. The group’s actions during previous ceasefires suggest it may resist any settlement that limits its military influence in southern Lebanon.
