This represents a shift from traditional military service requirements, which have historically excluded the Arab population from certain civic duties and benefits. Proponents argue that a customised civil service alternative could create genuine partnership and integration rather than tokenistic inclusion. Such a scheme would allow Arab Israelis to fulfil national obligations whilst respecting religious, cultural and conscientious considerations that make traditional military service problematic for many in the community.
