In the background of the talks at the President's House on the reform of the judicial system , in light of the results that have shown that so far no major progress has been recorded and in an attempt to prevent an explosion between the parties, the President's House formulated a "document of understanding" with the representatives of the parties, according to which it will be possible to create a new starting line from which they hope to reach agreements. This was published today (Wednesday) in News 13.

The principles document includes general clauses, which will serve as a basis for talks towards the expected agreements. The following sections are included in the sections of the document: Basic Law of Legislation – according to which a unique status will be given to the basic laws; Human rights – the dispute over the role of the Knesset vis-a-vis the court; Selection of judges – according to professionalism and diversity. The dispute: the definition of the procedure as non-political; maintaining the principle of separation of powers; maintaining free elections; Improving service to the citizen in the legal system.

Also, among the sections are also: the judicial review in the field of law; maintaining the status and independence of the judiciary; Strengthening governance – and limiting the ombudsmen and strengthening the status of the Knesset.
While the main points of the document are diversity in the legal system and the strengthening of the status of the Knesset, sources in the opposition stated that they are not pinning their hopes on agreements "in principle and not in detail".
