Intelligence assessments presented to Israeli decision-makers have revealed a strategic Hamas plan to leverage winter conditions for propaganda purposes and international pressure against Israel. According to the assessment, Hamas intends to utilise images of flooded tents and damaged shelters to generate international pressure.

The Hamas strategy aims to replicate the success of previous hunger campaign messaging while simultaneously limiting Israeli military operational freedom. The organisation is reportedly seeking to purchase time for military and economic strengthening during the winter months.

Israeli security officials have indicated they understand this development is expected to occur, suggesting contingency planning is underway. The assessment highlights Hamas’s continued focus on combining military preparation with information warfare tactics.
