Following Prime Minister Binyamin Netanyahu's directive, the Director General of the Prime Minister's Office presented to the heads of the authorities the "North" plan – a strategic plan, broad in scope, for the benefit of the rehabilitation and development of settlements along the conflict line in the north. The plan, which will be brought to the government's approval, was drawn up in the Prime Minister's Office and has partners from all government ministries. The plan includes a variety of measures and assistance tools both in the near term and in the long term, which will provide a response to the various and urgent issues that the settlements and residents of the conflict line have been dealing with since the outbreak of the war.
During the meeting, the CEO heard from the heads of the authorities their various needs in order to refine and optimize the clauses of the decision. The plan for the near term has 4 focus areas: neighborhood security and unification of communities; society, community and individual; agriculture, economy and employment; strengthening municipal capacities. In addition, a strategic outline was drawn up multi-year in order to anchor the Israeli government's commitment to the rehabilitation, empowerment and development of the northern region. The outline is expected to include, among other things, the establishment of a university in Kiryat Shmona, increasing the subsidy for development expenses, the establishment of a CMO directorate for the field of food technology (agro-foodtech), the development of regional infrastructures, Planning urban renewal, upgrading education services for residents and promoting excellence.
The Director General of the Prime Minister's Office, Yossi Shelley, to the heads of the authorities: "I would like to thank the Minister of Finance and the Minister of the Interior for formulating the budget envelope, as well as the heads of the authorities for the work meeting that took place today in preparation for the continuation of formulating the plan for the short and long term. Also, the resulting decision will be budgeted in total of approximately NIS 6.5 billion for rehabilitation and development for the years 2028-2024. In addition, the Prime Minister's Office will move part of the headquarters' activities to the north."
